Opportunity Information
Title
Request for Information (July - August 2026)
Description
The Region 10 Opioid Abatement Council (GROC) has seen an increase in requests for funding outside of its established grant cycle as organizations respond to significant changes in the behavioral health funding landscape, including reductions in Medicaid and other public funding sources. We recognize that many communities and providers are facing urgent challenges that may affect access to opioid prevention, treatment, recovery, and harm reduction services.
While opioid settlement funds can play an important role in addressing emerging needs, they are a finite resource intended to support the long-term abatement of the opioid epidemic. As stewards of these funds, the GROC has a responsibility to ensure investments align with the intent of the National Opioid Settlement and Colorado's approved opioid abatement purposes, while also maximizing lasting impact across the region. The GROC recognizes that responding to immediate needs must be balanced with preserving the long-term effectiveness of opioid settlement funds for future generations affected by the opioid epidemic.
This Request for Information (RFI) is not a funding opportunity. Rather, it is an opportunity for the GROC to better understand how recent funding changes are affecting communities, identify emerging gaps in the continuum of care, and evaluate where future strategic investments may have the greatest regional impact. Information gathered through this process will help inform the GROC's Strategic Plan, Funding Stewardship Framework, and potential future Rapid Response funding opportunities.
The GROC is particularly interested in understanding where opioid settlement funds can most effectively complement existing funding systems by filling critical gaps, supporting innovation, strengthening regional capacity, and promoting sustainable solutions that continue to benefit communities long after settlement funds are exhausted.
The GROC is ultimately trying to answer, "How is the changing funding landscape affecting our region, and what role should opioid settlement dollars play?"
Because opioid settlement funds are legally and ethically intended to remediate the harms of the opioid epidemic, respondents should describe the opioid-specific connection for any needs or funding gaps identified. Responses focused solely on general behavioral health or human services needs without a demonstrated relationship to opioid-prevention, -treatment, -recovery, or -harm reduction may be less useful in informing the GROC's planning.

Funding Source Description
The GROC provides funding from the National Opioid Settlement. All funding by the GROC is limited to Exhibit E and other restrictions outlined by the Colorado Opioid Abatement Council (COAC). Please keep in mind that supplantation is not an approved purpose.
This Request for Information (RFI) is NOT a funding opportunity. Rather, it is an opportunity for the GROC to better understand how recent funding changes are affecting communities, identify emerging gaps in the continuum of care, and evaluate where future strategic investments may have the greatest regional impact.
Because the online portal requires a funding amount, you will be prompted to answer the question, "How much are you requesting from the funder?" Please provide your best estimate of the funding that would be required to address the opioid-related impacts described in your response. This information may be used for planning purposes only to help the GROC understand the scale of regional funding needs.
Submitting an estimated funding amount does not constitute a funding application, request, or commitment, and does not guarantee future funding for your organization, project, program, services, or priorities.
