OPM - Edward Byrne Memorial Justice Assistance Grant (Byrne JAG) — 2026 CT JAG Local Level Program
Description
The Edward R. Byrne Memorial Justice Assistance Grant (Byrne JAG) program is a federal initiative awarding justice funding to state, tribal, and local governments to address needs, fill gaps, test and replicate evidence-based practices, and spur innovation. Every state has a State Administering Agency (SAA) that manages Byrne JAG funding. In Connecticut, the SAA is the Office of Policy and Management Criminal Justice Policy and Planning Division (OPM CJPPD). The U.S. Department of Justice (US DOJ) allocates Byrne JAG to SAAs and provides guidance regarding use of the funds. The OPM Byrne JAG program is divided into two categories: state-level and local-level, this Notice of Funding Opportunity is for the CT JAG Local Level Program. Funds will be allocated to support local police agency initiatives designed to ensure community safety and prevent gun violence.

The CT JAG Local Level Program is funded by the pass-through component of the State’s JAG Formula Grant.
Per the Department of Justice (DOJ), CT JAG Local Level funds are only made available to municipalities and federally recognized tribes for projects and programs addressing criminal justice issues. Funds will be allocated to support local police agency initiatives designed to ensure community safety and prevent gun violence. Before applying, please review the allocation table and locate your municipality or federally recognized tribe to determine the maximum funding amount you are eligible to request. You may apply for any amount up to the listed cap for your municipality or tribe. If more funds become available, applicants will be notified directly, or an announcement will be made on OPM’s website (https://portal.ct.gov/opm/criminal-justice-planning/cjppd-main-file/cj-about/cjppd-grants-portal/jag_local_grant_template/eligibility-and-application-information?language=en_US).

All applicants must have an active Unique Entity Identifier (UEI) registered in SAM.gov, a Federal Employer Identification Number (FEIN), written accounting policies and procedures, and a financial management system capable of tracking actual expenditures and outlays.
Non-Supplanting: Grant funds shall be used to supplement and increase, but not supplant, the level of state, local, private and federal funds that would otherwise be made available for this project and to serve this target population and will in no event replace such state, local, private and federal funds. The Grantee shall not use state funds conveyed by the Agreement to supplant any local funds, if a municipality, or other state funds, if a state agency, which were budgeted for purposes analogous to that of the state grant funds. OPM may waive this provision upon request and for good cause shown, when it is satisfied that the reduction in local funds or other state funds, as the case may be, is due to circumstances not related to the Agreement.
