Criteria
The results of the FY 2025 New Project Scorecard will be used by the Independent Review Committee (IRC) as a baseline evaluation and ranking tool for CoC Program allocation decisions. The resulting score will be used in conjunction with FY 2025 Ranking Policy to prioritize projects included in the final CoC Consolidated Application and Priority Listing to HUD.
Scoring Procedure
There are a total of 100 points available for projects applying for new funding through the CoC Bonus and DV Bonus of the annual NOFO. Each question includes a score distribution, where projects can earn up to the maximum possible score.
Review and Selection Process
Tier 1 Ranking Priorities
Permanent Supportive Housing (PSH) projects will be prioritized and ranked in Tier 1, as funding availability allows.
- To be ranked, Projects must meet Project eligibility and quality threshold requirements as outlined in Section V of HUD’s FY 2025 NOFO (FR-6900-N-25).
- Projects will be ranked highest to lowest in order of the Project score and based on alignment with community needs and gaps and alignment with HUD’s policy objectives.
- First year renewal projects will be ranked at the bottom of Tier 1.
Tier 2 Ranking Priorities
Projects will be prioritized for funding in Tier 2 ranked in the following order:
- New Centralized Transitional Housing Project: The CoC Lead Agency will apply for a Transitional Housing project on behalf of the CoC to consolidate service partnerships in alignment with HUD and communitywide priorities to prevent street sleeping, and promote treatment, service participation, and self-sufficiency.
- New DV Transitional Housing Project – Transition Grant Project: The CoC Lead Agency will apply for a new project through the reallocation process to transition the communitywide DV Rapid Rehousing project to a DV Transitional Housing project for participants with a history of domestic violence.
- New DV Bonus Transitional Housing Project – The CoC Lead Agency will apply for new project to expand DV Transitional Housing for participants with a history of domestic violence through the DV Bonus funding this year.
- New Transitional Housing Projects
Other considerations for ranking projects include the following:
Geography: TX-600 covers the entire geographic area of Dallas and Collin County. The IRC may consider geographic diversity to ensure that CoC programs are available to all people experiencing homelessness through the entire geography of the CoC.
CoC Needs Assessment: Community needs are assessed through examining homelessness trends, continuous feedback from CoC Leadership Workgroups, Annual CoC Priorities, and current program investments.
Strategies to Eliminate and Prevent Street Homelessness: TX-600 has set out a system vision and priority strategies to ensure no one must sleep outside in our community, including veterans, youth, families, and single adults.
