Opportunity Information

Title
Technical Assistance For Recovery Community Centers RFF
Description
This is a Request for Funding announcement issued by the Family and Social Services Administration, Division of Mental Health & Addiction. The term for this project is March 1, 2027, through June 30, 2029. This RFF intends to publicize the availability of Grant opportunities for services described herein. Neither the issuance of this RFF nor the receipt of any responses thereto, shall create any obligation to the State of Indiana to make any award pursuant hereto. The award of any grant(s) as a result of this RFF shall be at the sole discretion of FSSA. Neither this RFF nor any response (“proposal”) submitted hereto are to be construed as a legal offer. As part of the National Opioid Settlement, the Indiana Division of Mental Health and Addiction (DMHA) is making available a one-time funding opportunity for a qualified technical assistance (TA) provider to support and strengthen financial stability, organizational capacity, and overall impact of Indiana Recovery Community Centers (RCCs). Indiana RCCs are small grassroots, peer operated, community based organizations that provide peer support services to individuals in recovery from Mental Health and/or Substance Use Disorders. The technical assistance provider will design and release an application process for Indiana RCCs to request two years of support. DMHA will approve the application prior to release and collaborate with the provider in scoring and awarding applications. The provider will establish sub‑grant agreements with awarded RCCs and serve as the financial pass‑through entity, disbursing funds directly to them. The TA provider will be responsible for developing a TA workplan, tools, and materials to support the selected RCCs throughout the two year period. TA activities will include, and are not limited to individualized consulting, coaching, facilitated group trainings, and structured networking opportunities. Technical assistance providers must demonstrate expertise in grassroot organization development, nonprofit financial management, board development and governance, sustainability planning, subgrant management, strategic planning, and the capacity to deliver technical assistance statewide. Preference will be given to providers with experience working with peer based recovery entities, knowledge of Indiana’s recovery landscape, enhancing core operational practices, and diversifying organizational funding. Proposals for this RFF will be reviewed and scored by a committee selected by the Division of Mental Health and Addiction. Proposals will be evaluated based upon the proven ability of the applicant to meet the goals of the project description in a cost-effective manner.
